A ten story building collapses in Dar

A ten story building collapses in central Dar es Salaam. Looking at the pictures, one notes that the Disaster Preparedness and Management systems need to improve. If you look careful at the pictures, rescuers do not have any equipment and are using their bare hands to sift through the rubbles.
Secondly, Boys Scouts and well wishers are carrying the injured women into the ambulance. This approach with disregard to the site of injury can compound the already sustained injuries.
This is not the first of this disasters happen in Tanzania, preparedness and management of these events can be better.
